Abstract

Data on development of hydrological monitoring are provided, also the analysis of quantitative and qualitative changes that occurred in the system of hydrological observations and data processing is also given. Serious changes in policy and national economy couldn't but be reflected in a hydrometeorological service  in general and in system of hydrological observations in particular.

Insufficient financing has led not only to reduction of points of observations, but also and unfortunately some programs. At the same time information demand consumers became the main criterion.
