All research papers received by the editorial board of the journal "Hydrometeorology and ecology” go through blind review. The reviewers' task is to assess the novelty and scientific merit of the paper, reliability of research results, clarity of the text, relevance of the title and abstract to the content of the paper, correctness of the list of references (in particular, identifying publications relevant to the topic of research that were not, but, according to the reviewer, should be mentioned in the article). Articles are reviewed either by members of the editorial board or guest reviewers (including foreign scientists), who are specialists in the corresponding field of knowledge.
The review should be completed in 2-3 weeks, but at the request of the reviewer the deadline may be extended. The reviewer makes recommendations on the future of the article (every decision is justified):1) The article can be accepted for publication without revision; 2) The article needs to be revised and re-reviewed; 3) The article cannot be accepted for publication in this form.; 4) The article should be transferred to another specialist for review.
If the review contains recommendations for correcting and finalizing the article, the editors of the journal send the author the text of the review with comments and questions with a proposal to take them into account when preparing a new version of the article or to refute them with reason (partially or completely). Finalization of the article should not take more than a month from the date of sending an e-mail to the author about the need to make changes. The article modified by the author is re-sent for review. If the authors refuse to finalize the materials, they must notify the editors in writing or orally of their refusal to publish the article. If the authors do not return the revised version within three months from the day the review was sent to them, the editors remove the article from the register. In such situations, the author is notified of the withdrawal of the manuscript from registration due to the expiration of the period allotted for revision. If the author and reviewers have irresolvable contradictions regarding the manuscript, the editorial board has the right to send the manuscript for additional review. In conflict situations, the decision is made by the editor-in-chief, taking into account the opinion of the editorial board. The decision to refuse publication of the manuscript is made at a meeting of the editorial board in accordance with the recommendations of the reviewers. An article not recommended by the decision of the editorial board for publication is not accepted for re-consideration. A notice of refusal to publish is sent to the author by e-mail. The presence of a positive review is not sufficient grounds for publishing an article. The final decision on publication is made by the editorial board. In conflict situations, the decision is made by the editor-in-chief. The original reviews are stored in the editorial office of the journal for 3 years.
